Dealing with Service Canada: Recent Changes to the Temporary Foreign Worker Program

Intended for an audience already familiar with the basic procedure for obtaining a labour market opinion in Canada, this paper discusses the impact of changes that have already been implemented to the Temporary Foreign Worker Program, as well as the anticipated effect of forthcoming changes. Specifically, the authors discuss the changes that become effective on the announcement of the reforms in April 2013 and then go on to discuss those that became effective on July 31, 2013. Finally, this paper analyzes the more onerous provisions, including the search and seizure, and investigation powers that will be available to government agencies under the Temporary Foreign Worker Program.
